The strange calls and annulments in the process of hiring gas transmission
The story told in the previous post not only based on the recorded conversations on illegal audio. In recent weeks together enough documentary evidence that the general management of Petroperú acted suspiciously in their attempts to arrange transportation of liquefied gas by the national coastline.
The first contest for this purpose was convened on October 25, 2007 (CMA-0015-2007-OFP/Petroperú). According to the foundation, the oil company for two years required to charter two vessels, which are bid on different items. Thus, interested companies had only one boat could be moved without problems. The reference amounts are not included the cost of oil, for fuel delivered at the national carrier, as is usual in these cases.
A month later, oddly, the General Manager cancels the process, arguing that "for determining the total cost of the service, should incorporate the cost of fuel in the Estimated Amount Reference." One requirement, which incidentally had been raised by representatives of the consortium Chartchil-Sease-Marking.
Several months later, in March 2008, Petroperu again called the bid (CMA-004-2008-OFP/Petroperú) to engage the services mentioned above. Mysteriously, on 28 March, the General Manager declared void the contest (DIST-001-2008-PP).
The twists and turns continue. The first of April, the oil returns to call the shipping companies to participate, but those days once more the general manager revokes your ad by resolution DIST-001-2008-PP.
Until then, there were all these calls to three companies: Transgas Shipping Lines, Naviera Panamericana and the aforementioned consortium. Of the three only Transgas met the requirements and was the only pre-qualified. In addition, the firm was then in charge of transporting gas.
However, Petroperú decided not know under what grounds, direct recruitment of Chartchil-Sease-Marking by a direct selection process. On 14 May the Department of Logistics Petroperú received this order through the DIST-ABAS-054-2008 in conjunction with the technical report DIST-ABAS-017-2008. The pretext was that the absence could make the recruitment of properly, had to find a supplier for the next four months. The strange thing is that when these situations occur, institutions extend agreements with suppliers. Therefore, Petroperú should have extended the contract Transgas but inexplicably decided to hire another company. Presumably because Chartchil-Sease-Marking had more modern ships, which meant a saving of fuel. Given the instructions
managers of the logistics department decided to seek the best deal and asked the consortium and Transgas contributions and thus forced to Chartchil-Sease-Marking its first offer substantially improved. According to documents to which access had saved $ 48 000 Petroperú.
However, this also led to protest and send Transgas two letters to all units of Petroperu. Among them, of course, a general manager. This shipping was strong evidence that the consortium "friend" of the former ministers had presented false figures APRA on the speed and capacity of their vessels and did not fulfill the requirements of the bases. Still, Petroperú gave a good pro-Sease Chartchil-Marking on 5 June.
The kicking of Transgas brought consequences. Several employees were fired. Among them, Alejandro López Aldana and Manuel Hurtado. The first of these, addressed a long letter to César Gutiérrez, then president of Petroperu, which indicated that it was unjustifiably cast and put up with what happened to the gas transportation contract, but in vain.
There is no doubt that these workers were removed by pressure from the very Rómulo León Alegría and the aforementioned consortium. César Gutiérrez himself admitted in congressional oversight committee, the APRA was today jailed militant representative Chartchil-Sease-Marking and at least one worker Petroperú (when in fact it seems that there were three) were dismissed by requests of this company and own León Alegría. Transgas The constant complaints (a comptroller, Ministry of Energy and Mines Office) Petroperú forced to request that an independent entity (Bureau Veritas) look at the ships of the consortium. The study showed that Chartchil-Sease-Marking falsified information submitted on the speed of their vessels. Given this fact, the national oil company should report to the aforementioned Consucode shipping, but chose, oddly enough, take it to arbitration. Only after a while began disciplinary proceedings concerned.
Finally, after petroaudios be made public, officials were quick to disassociate Petroperú consortium. The report DIST-ABAS-049-2008, finally revealed the truth: is that the cost was much higher than calculated and that soured the ships in several opportunities.
